I've been following a pattern based on the past, of being quite selective about what I deploy in the App_Data folder. Because it's filled with LOADS of junk, caching files, etc.

My understanding was, files like this should site within the "App_Plugins\" directory?

Yes. You're right plugins is probably a better place.
