How/or where do i change the options that are available for the richtexteditor? I would like to insert an html table but i do not have that option in the rte toolbar.
Navigate these menus in the backend (if your level of access allows) Developer -> Datatypes -> Richtext editor. On the configuration for the rich text editor there should be a checkbox for enabling tables.
This assumes that the the page you are on is using the default datatype instance of rich text editor as it is always possible that more than one instance is configured in the datatypes section under a different name.

In addition to what Ian said, the options for the RTE in the grid are in the grid datatype itself.
