From within the content section, via a link or button, how do I cause said link or button to open the members section to the specific member defined on the link/button?

In my content tree I have the concept of survey responses that belong with questions. The responses state the member who submitted the response, and I want to show this members username as a link with the intention of it opening the related member for viewing.
