I've reordered a menu of pages in umbraco, but on the main site it is not showing the new order. Do I need to "republish entire site" to get the new menu order to show?

That's going to depend how you've put the site together - could be a range of causes. Shouldn't have to republish the entire site.
Can you provide a code sample from the nav?
Try restarting the site, or reloading the browser with caching disabled for starters, if you haven't already.
