Hello,
We need to create a language in Umbraco for our website which it´s not included in the core.(Valenciano, a Spanish dialect like Basque)
Where can we extend this feature?

I think you should look at this guide on how to register a custom culture in windows http://msdn.microsoft.com/en-us/library/ms172469.aspx
from what I know umbraco uses CultureInfo to pick up all the cultures installed in the system, so there will also differences in what you see in the dropdown between different versions of windows.
