No, there was a Basecamp chat once, but no IRC channel. However many in the umbraco community is using twitter, although it's not realtime chatting, it's possible to have a conversation going there.
I am suprised there is still no community chat for Umbraco. Isn't anybody interested in exchanging practices and discuss Umbraco in general? The #wumbraco channel on freenode is empty. I will start idling there now and wait for you people to join! :)

There's an #umbraco channel on irc.freenode.net, although it doesn't look too busy.
