hey i've just upgraded a website from 4.7 to 4.10 and when i enter the dictionary section i see an empty tree, is there a solution about it?

Did you touch the web.config or recycle the app pool after installing?
I just installed the package and refreshed the browser. Then I saw the "translation" section but it was empty as well untill I touched the web.config.

4.11.x
Tons of dictionary items in the 'settings' version, but no nodes rendering under the new section.
Already touched web.config and recycled appPool.
Saw these:
